Puppies who are not sold go into their breeding stock.
But if there were nobody buying puppies from these people there would be no need for breeding stock and slowly those dogs would end up in rescues and placed in loving homes.That is why they say if you buy from a puppy mill you are not rescuing but perpetuating the suffering ,thats pups empty slot just makes room for another puppy....Its never ending until the buyers change the demand.
