Unfortunately, Missouri puppy mills are a very profitable industry and legislators don't enact laws to restrict it. Even existing laws aren't enforced as as the facilities are not being inspected regularly as required by law. That's why the state has earned the shameful nickname of The Puppy Mill Capital of the United States.
