Louie is trained both outside and inside on wee-wee pads and it has really worked well for us. I don't know how people do it. We live in NY where it snows a lot, I don't know how people take yorkies out in the snow and when it pours, he wouldn't want to go pee, he would try to catch the rain drops. I don't think Louie is confused at all. I find the wee-wee pads to be so convenient...if only he didn't miss it as much as he normally does. I use to tell Louie when I would take him outside, "let's go pee-pee outside" and get his harness and leash and when it rained I say "go pee-pee on your wee-wee." He's been doing very well.
