There's a condition called Folliculitis that can look kind of like that-- little raised dark bumps, usually on the back of the dog. It is most common in schnauzers but it can be seen in other types of dogs too. It is basically an infection of the skin follicles, and vets will often treat it with special medicated shampoos.

That would be my guess as to what it might be, but you should have a vet take a look in real life to get a definitive answer and treatment.
