What I meant is that stud fees as well as what you pay for a puppy, varies from region to region

You are right, her stud is not a Champion, even though he is from a Champion background. Since that is the case, she should charge her fee according to her geographical location.

Here's another thought, and a rule that some very reputable breeders use, if the stud has not been proven, the possibility of not charging a stud fee should be considered.

As far as what I think she should charge, I think she should determine that herself.
