Some groomers know that Yorkie's hairs need to be pulled, but some will not. It's always good to be very specific.
Since Harley doesn't like brushing, I think you'll need to train him to get used to grooming. Put him on a table or bathroom counter/vanity & give him fav treat, introduce him to all the tools, let him smell it. Give him more treats & praises. Brush him a little, if he squirms, stop, try it again later. It might take awhile for him to get used to it. At this stage, if there's a mat or tangle anywhere, it's good to just cut it off. If you try to work it out & if it hurts him, he'll associate grooming time = ouch time. It's best to keep it a very positive experience. Same thing w/ pulling ear hair, little at a time.
