Poor Ralphie! I was babysitting a dog that had that problem once in awhile. I just put KY gel on it and pulled the skin around it up. It sounds like his wee wee is out a lot so maybe having the surgery is the way to go. Wouldn't want that thing to dry up someday when you aren't around to take care of it.
