Oh poor Ralphie! I've never heard of such a thing to do to a poor lil pup. I thought when they get stuck out like that, you can shove them back in with lube or something. I can't remember but I read something about it on here. Did you get a second opinion? That just sounds like not a fun procedure.
I hope he heals up fast and without too much discomfort.
