Last summer we had a HUGE flea problem in our house that we couldn't get rid of. The vet gave all four of our dogs/cats vectra and a pill called capstar to get rid of the fleas and we didn't have any problems with them after we applied it and it got rid of the fleas on all of the pets. We liked it! Maybe your yorkie just has sensitive skin and it made him itch?
