Humm , I live upstairs on the second floor .We have a balcony> My 16 month old yorkie is outside with me always on the balcony , never with any problems. She also never goes up or down the stairs, she's scared to . Even when she has seen me on the bottom floor, she does not ever want to jump or go down the stairs . I do not leash her either. I guess some would say i am a Bad owner, or just maybe my yorkie is trained not to do so, she is a good dog. I however, would never, and do not allow my 11 week old puppy out on the balcony. Suzi is well trained not to go anywhere, and always supervised.
