Yes, it can be an indication of other health issues as well, so if a dog is still doing this after getting wiped and the anal glands are expressed, it's probably time for a trip to the vet.

BTW, when my groomer asks about a "sanitary", they mean a close cut around the belly and anus, not anal gland expression. It's probably different with your groomer, but thought I'd throw that out there.
