Do you take her for walks? I don't have a fenced in yard either, so on-leash walks are the only way to excercise for us. And sometimes we go over to a friend who has a miniature pincher and a fenced in yard. But in my opinion, walks are a great way to get exercise, practice obedience and bond.
Mine is 7 months and if I don't take her for two 30 min walks a day minimum, she tears up the house. I'm sure she'll calm down when she gets a little older.
