I can't imagine watching what your mom had to see. That really breaks my heart. Hopefully one day soon, the ten wonderful years Heidi spent with your family can be a comfort to your mom.
I would want to report my neighbors just for the annoyance of years past not to mention the loss of sweet Heidi, especially since you know they set off illegal fireworks.
