Welcome to YT. My pom got those all over and her hair would come out in those spots. You can just peel them off. They are waxy feeling. She was diagnosed with bacterial infections and was put on topical antibiotics(panalog) and when really bad she was put on oral antibiotics. She was later diagnosed with Cushing' s Disease because of her other symptoms of excessive drinking and hunger and heavy panting. If the only thing is the skin I would try a dermatologist. Hope they can find out what's bothering him.
