As far as filing a police report goes, this lady has not committed a crime. If you entered into a written contract with her and received a written guarantee on the size of the puppy....then you may have a civil claim. Verbal agreements do not make it very far in the court system. Like someone told you the smaller ones have a multitude of health problems. Just love your baby and pray for good health. Maybe you can get some of your money back through the court system. Best of luck to you.
