Well at that point he was "trained" trained to use the steps.
He used them unless he saw something outside that got him all worked up, and then he'd jump. So I had to use tough love, and put him back on the couch, while he was furious because he wanted to go outside and bark at someone. The window overlooks a park, so he was often getting worked up. He finally learned it's quicker to use the steps.
