While it seems to be common to let the grade 3's go without surgery, it is not generally recommended to do that.

And while LP is not considered a painful condition unless arthritis sets in, in my opinion, limping indicates that there could be pain involved. Dogs tend to hide it very well.

I would seriously consider surgery in this case.
