I have had same problems. My yorkie would chew on pee pads as yours. I had advice from the forum members to use washable ones, they really don't do the job since you can expect my yorkie and other dog, maltese, to use more than one a day, and the washable ones were like $25-30 a piece.
I would recommend the non-chewable ones from CVS pharmacy, the brand is called "Arm & Hammer". It is $5.99 for a pack of 10 and you can really see how they are made for chewing puppies. Good luck!

It's weird because as long as I am in the house, he never has an accident anymore and doesn't do anything anywhere, but if I leave him for any amount of time, he'll pee at least twice and potty if he has to. (Forget the pee pads. He just chews them up.)
I understand that he may just be upset because I'm leaving him, but I can't take him everywhere I go even though I would like to.
