i know exactly what you mean. but i also think that if you always treat them, they will learn to trust that you WILL treat them each time. so they will still do it even if you don't have treats with you.
i always treat milu, and i am always fair. so now she trusts me. i don't always have treats with me, and sometimes i am busy, and cant get her a treat right the way. but she has learned to understand the word wait.
i will praise her for doing whatever good thing she did, and say "wait ok?" and she will be okay with that.

and of course i always always treat her as soon as i can get a hold of some treats.
i will try to explain to her what she is getting the treat for. i will say "good wait" give a treat, and then i will say "good potty" (or whatever) and give her a treat. in case she had forgotten what she was getting the treat for. hehe
