Thor does this too. What I try to do is give progressively smaller treats. So the first pee gets a nice big one, then the second is smaller, then the third is tiny. He usually gives up at that point.
Now, I would say Milu is gaming the system, but if you saw the size of the treats this poor girl gets, you'd understand! They are barely visible to the human eye!
