The problem is that his marking behavior had time to really get established before you had him neutered. It's always best to get them neutered as soon as your vet feels it is safe, before they ever start to mark.

Hormones settling down may not break the habit. You will really have to be very diligent about retraining him. Don't allow him any freedom in your house and keep him tied to your waist at all times. Treat it like a house training issue.

A new house will mean new territory to claim as his own so his urge to mark will be very strong. Dogs that never mark at home often mark in new surroundings.

It is possible he may have to wear belly bands if you can't break the habit.
