Yes, absolutely someone should apologize if they step on a dog! However, I think the more important issue is to prevent Uni from getting stepped on in the first place. Is this happening in a specific place? If so, you should probably pick her up, (and maybe put her in a purse ). After all, the real tragedy would not be rudeness, but if Uni DID get hurt.
