Others may have had different experiences, but I have never had a male puppy that I couldn't feel both testicles in there by the age of 3 months when I let them go to their new homes. Now they don't have a full descended "sac" at this point, but I have always been able to feel them in there. They normally have the full matured sac by 6-8 months. This has been MY experience but others may have different ones. Also a vet should be able to feel them by that age as well. If you can feel one in there even if it moves back up, then it is descended, but he only has one and I'll bet the other is retained. If that's true then he should not be used for breeding and should be neutered.
