Mills do tattoo their dogs. A thought could be that someone previous to you rescued her from a mill hence her reason for being spayed when turned in and possibly it was her second home that could not afford the vet bills anymore. Based on her condition, my guess is that she was a mill dog at some point in her life which would explain the teeth and gum issue. The teeth become so rotted and left untreated that they actually start to rot through the jaw. You won't ever know her past but thankfully, she has a good future ahead. I'm sure she has been through more then you'll care to know. Thank you for taking her and giving her a home for however she has left. Not many people would be as kind as that.
