It is under Regulations Governing Animal Control.
So if dogs aren't current on rabies or if they are being neglected, then legal action can be taken.
That first link is a great example of how commercial breeding lobbyists put out propaganda, intended to scare the small breeder. There was a thread on trying to pass some legislation in Indiana, and small breeders were up in arms about it, insisting that it would hurt them. In truth, it would only affect breeders who had 10 or more litters a year, and this isn't a small breeder. However, commercial lobbyists best support comes from the small breeder who doesn't read the bill, but believes whatever the friendly "sporting dog magazines" tell them. We can't expect much breeder support on passing any legislation as they are thoroughly convinced that every animal rights group wants to shut them down. Conversely, the average consumer should be aware of attempts to end all breeding and make sure the bills in legislation won't affect the small hobby breeders. So much good legislation isn't being passed because of special interest groups, and a lack of ability to read and understand the law itself. It sounds like Michigan needs to pass a few laws regarding the selling of companion animals.
