Unfortunately, yes. Any decent breeder would care where their pups go, and by definition, if you give them to a pet store, you have no idea where they will end up.
Before I came here, I know you shouldn't buy from a pet store, but I thought it was more that you could get scammed on pedigrees, the dogs might be sick and poorly socialized, etc. I had no idea that puppy mills existed or the misery they perpetrate.
