How old is he? I felt like when Cohen first started hiking and marking, he did it all the time just because he could. But, it is important to be firm with him. I don't have any clear cut advice, but you should def get him some belly bands. Once you have him on belly bands, you should still discipline him when they are on...just because the pee can't get out, doesn't make the behavior right.
