As to why, the AKC does it to ensure that breeders are following the rules. If you don't pass the inspection, you can be temporarially or permanently barred from registering with the AKC. Most commonly the problem is in poor record keeping (from looking at the AKC suspension list, most of the time, people don't even have records to show the inspector).
The AKC inspections are a requirement by the AKC - a sort-of self-policing thing to make sure that the AKC rules are upheld. |
