You are correct. To my amazement, 15 minutes after sending that email I GOT A
CALL FROM THE GOVERNORS OFFICE
It wasn't the Governor himself that called, but some other guy. He, in fact, did inform me that the Bill was signed and will go into affect on Aug 1. He did not know why a press release hadn't been issued, but did say that they may have been waiting for Aug 1 to make the "official" announcement.
