Unstable people are unpredictiable .Either it be a mental illness, drugs, or drinking. The most important thing to do is protect yourself and your family. I'd go the restraining order route, however if that doe not work, tell your mother to call the police each and every time they ever, set forth on her property. That way a report will be made, and there will be a history of those people behaving oddly, or threatning. This was an assault already on your mother/pushing. I am surprised that the police did not ask your mother if she wanted to press charges. She has every right to. Docuement everything that happens , if there are further altercations. If your have a video camera, use it! If you see them on the property video cam them> esp. if they decide to start peeking in windows, backyard fences , everything supicious.
