i would say they are to young to be really fighting but are probably rough housing...litter mates do it all the time..they pounce on each other and make all kinds of growling noises..at 8 weeks i dont think they are a danger to each other
on the op imo i think you need to seriously consider rehoming one, you shouldnt turn to abuse on the dogs, when you have reached that point then you need to let one go...the shock collar, the horn, and a muzzel is not the answer, you are only making things worse and then they may even grow to not like you and your husband...
fix one or rehome one, before they have real agressive problems and arent rehomable
