See that's how I feel too. Jack gets extra love and attention while Romeo is still adjusting being away from the litter. But I live in an apartment and Romeo is SO loud. I never had problems with Jack whinning and what not when he was kenneled so this is new to me. I do have an xpen and Jack does know how to climb out. That was my next step. I'm just trying to think of anything I can.
