How long has it been? You don't want Jack to feel as if Romeo is his replacement...which means for awhile your attention needs to be focused on Jack...not the puppy. Jack gets greeted first, feed first, loved on first etc. Eventually this isn't necessary as Jack is reassured of his status in the household.
I would not crate a dog who isn't tolerating a new addition well with a new puppy.
