This is an Alpha dog issue. You need to make him sit before you put on his halter and leash. Wait for him to be calm. If he has a burst of uncontrolled excitement, you must stop and start over. Only work with him when he is calm.
The first day will be the worst, bc he won't have a clue as to what you're trying to acheive. Allow plenty of time.
After you do this, go to the door to go out. If he is excited, make him sit, when he is calm, tell him Good Boy, then proceed. Do this in steps.
When he gets the leash in his mouth, do the 'Ah,Ah' or whatever word or sound you use to get his attention, and get the leash repositioned. Do not proceed when the leash is in his mouth or when he is acting crazy. Only proceed when he does what you want, calmly. Remember to reward him when he does good, either verbally, or with food or both. Be consistant and you'll have this under control within a week or sooner.

Sounds like he really,really, really enjoys going for walks.

It takes me almost 1/2 hour to get a halter and leash on Peek A Boo. He bites the halter, mouths my hands, grabs the leash, grabs Tinkerbell's halter etc. He's a nut job. I'm tired and we haven't been for our walk yet!
He is getting better though.
