I have noticed that my dog, Laila, will start to shivver as soon as she gets cold. If I stick a sweat shirt on her, then she is just fine to run around. Also, the rain will cause my pup to not want to go for a walk. I think the rain is chilly, especially with the cold weather - and she can't take it. Good luck!
