The thing you are talking about is an xpen or playyard but some of our yorkies learned to scale them at an early age lol. My DH had to make a top for ours because our little guy at 6 months and 2.9 lbs could climb right over the side and escape.

We also tried putting him in our bathroom which would of been great as its 12x12 but....he chewed the corner off of the vanity (mama was a tad bit upset lol) Most of the time since I am retired he just goes with me but when he does have to stay now we put him in the xpen with the top on.
