Roxy goes bonkers over the dishwasher which runs so quietly that it amazes me how upset she gets. The other night when she started her barking at it, I picked her up & her treat cup, sat on the floor right up against the dishwasher. Sat quietly with her & gave her a treat every so often for being quiet also. Did this maybe 5 or so minutes. She was doing fine at this point, so I let her up & no problem after that. I haven't run dishwasher since, so won't know if she's OK with it until next time. If she starts with the barking, I'll repeat what I did before.

Maybe trying the same thing will help your little one with the pool splashing. If no one splashing, it may be possible for you to lean over & splash water. Give lots of praise & treats when deserved.

I saw Cesar do something like this with a dog that had a big issue with the toaster. Thought I'd give it a try. So far so good!
