I would use 'Distract and Reward'. When you see someone approaching, take him off to the side, put him in a Sit, and give him a treat. I have generally found this more effective than correction.

Thor gets really barky around other dogs on walks, and so now when I see a dog approaching, I start praising him. He has no idea what he's doing right, but it seems to give him the confidence to pass the dog without going nuts. Then I treat him for his good behavior. You could use this as you pass the swimming pool.
