I wouldn't think that he could do anything, but that sure wouldn't stop him from trying
. I've had pups that young around my girls in heat and they sure can aggravate them. Also, the girls can get quite snappy at that time and could hurt a pup. Having seen this behavior, I keep my girls in heat away from all males unless I'm actually breeding them.
