If you REALLY want to get her to howl, you might try "shaping" behavior. Are you familiar with this? Basically, teach her to "speak" and then start only giving her treats when she makes more howly sounds. Maybe get a recording of wolves/dogs howling to help her transition to a howl. It might take a while, but I am sure it could be done.
Also, you might try getting her really worked up, and then howl YOURSELF. I think Thor's growl is hilarious, so I always growl at him when we play. I get up in his face and growl, and then try to get his toy, then he growls and I fall over laughing.
