Females will be in heat after they are about 7 months old.

For the situation with the two dogs, it is normal, you do not need to worry.

Oliver is just trying to be dominant to the other dog. There is nothing wrong with it, he will not actually hurt her. However, if your other dog is younger than 4 months old you should consider separate them. Puppies before that age have not learned to be submissive. For some puppies it takes them longer to learn.
