I have a couple of suggestions. As a stop gap measure, put either liquid tears or similar product on the areas and rub gently with your finger. Let it soak for a few minutes, add more if needed. My choice of things to remove them is an eyebrow comb but a moustache comb will probably work. I do not pull dry eye schmutz off..you can pull the skin off and they get a sore with a scab..
The other thing-ask your vet to do a test to see if the ducts that drain the extra moisture from the eyes to the nose, are clogged. They use a dye in the eyes, turn off the lights, use a blue light to see if there is any of the dye coming out of the dog's nostrils. If the naso-lacrimal ducts are clogged or just not open, they will try flushing them when they do the dental cleanings while the baby is under anesthesia. I have that done with my dogs regularly-the test, I mean. The flushing is only after the test..
