Tia was the exact opposite. Never came when we were out walking especially if other people or dogs were around.I had to get firm as she nearly ran out of a field into a busy road chasing a human! When I got her I picked her up by the scruff of the neck and said NO .(saw it on dog whisperer)
She has till this day always come back even with distractions.
