As far as I understand it no should ever open any mail that doesn't have their name on it. I won't even open my kids mail (unless they were too young to do it at the time) just out of respect for them as well as it being a law issue. If they ask me to open and read it over the phone I will but other than that I was raised and taught at home and at school that yes it is a federal offense and it's disrespectful.
