On one hand I fully understand the new policy...it helps eliminate scammers plus previously you could file a dispute...but your refund would be limited to the amount in the seller's account. You were never guaranteed a full refund. Paypal would simply freeze the seller's account.
As a seller I would hate it...I liked having the entire transaction completed within a few days...not weeks.
