It's hard to say -- coats are so individual, just as skin issues are. If her skin is okay, then I'm not sure changing foods is the answer. It may also be that her adult coat is still coming in. I would have the vet look at the constant tearing to rule out duct problem, turned in lashes, in-grown lashes and, most importantly, eye infection. Is the eye drainage stinky at all? If so, it may be conjunctivitis and you'd need an ointment from the vet for that.
She is not too young to try the oil - so you definitely could try it. I really think it's a wonderful oil and can help skin/coat for some dogs.

That's wonderful!! Yes, you could look for 10 IU Vit E caps and give those when you give the oil.
