I have a biewer splitter. As a baby she had two white back toes and white on her chin. she has kept these spots her whole life and she is now 3 years old. I don't have papers on her but i know her parents so i know for a fact that she is a splitter.
i think its hard to say if yours is or isn't since you don't have papers on him. I think regular yorkies can retain their puppy white spot and its considered a fault. it means nothing for pet dogs, but like bjh said they shouldn't be bred and can't be shown. having that white patch doesn't mean that your yorkie isn't pure bred. However LOL it can mean he could be a carrier if there are past carriers or tri's in his lineage.
sorry for giving the run around. there really is no clear answer to whether he is or isn't pure without papers and knowing the lineage. ALSO even if he does have a carrier in his lineage he is still a pure bred yorkie. the white is just a gene mutation much like the chocolate, red, and black colorings which are all not "standard" for the yorkie.
Mine has a biewer mother and a yorkie father and i consider her a pure bred yorkie. biewers are yorkies with a piebald gene. its just a color difference like cocker spaniels
