Okay, here's another idea, though it would need to be different for carriers and larger items:

We have a couple of YT boxes that go around: one for clothes, one for toys, and one for treats. You sign up if you want to be in a particular circle. You get the box, pick stuff out of it you want, put your own gently used stuff in it, and mail it to the next person on the list. I imagine a 2x2x2 box would hold a lot of clothing.

Or we could have more specific boxes, like Small / Medium / Large Yorkie clothes.
