Have you tried giving Roxie treats when the baby is around and corrections for bad behavior? I would try putting Roxie on a short leash and hold her in your lap. When she is quiet and relaxed around the baby, give her a treat. When she barks tell her no, and put her on the floor (on a tight leash). You might have to adjust the logistics if the baby is crawling. Maybe time outs in another room might be better. I would put a bed and some toys in with her so she is not completely miserable. She doesn't get to come back if she's barking. If she is barking and scratching constantly, wait for a very short break, even a few seconds. Good luck!
