If both testes have not descended, he is a bilateral cryptorchid. I am assuming your vet felt comfortable with the thought of the procedure, but once he got in there realized it was over his head. I don't know how old he is, but if he's six months or older, it is highly unlikely they will descend at this point.

I would find a surgeon who is comfortable and experienced in surgical procedures in tiny dogs. Good luck!
